Ok, thanks for the detailed explanation. Not a lot of point in trying to 
support a 20+ year old system that will soon be decommissioned.

I see this sort of thing in my day to day work and it pretty much comes 
down to companies trying to make a extra buck because something "looks 
easy". If everyone stuck to their own industry not only would it keep 
people in employment, it would also ensure things were done right the 
first time so the customer actually gets what they are paying for.
