Highly likely to be encrypted anyway id think. One idea is that they are 
using some of the ESC band channels as A 1/4 wave for ~250-300mhz is 
also a 1/2 wave at 500-600mhz. Would be cool if someone could do close 
call on their scanner next time they see one, might get lucky.
