I'm only taking a tentative guess at 300 MHz.
Two reasons - one based on the length of the antenna - it's slightly longer
than a 450 MHz vertical whip
and appears to be about 1/4 wavelength at 300 megs.
Secondly, it would not be unreasonable for the government to use
frequencies in a band that was fairly
empty (I think I remember reading that the military have some channels in
this region).
I may be wildly off in my theory, hence why I threw it out there for anyone
else who may have
insider knowledge.
