Hi Mike,

That relates to aerials with gain.

The actual transmitter power maximum is 5 Watts or +7 dBW. A simple 
folded dipole antenna for example gives approx 2.15 dB gain over the 
(theoretical) isotropic radiator which equates to the figure given.

Note that anyone with a high gain base aerial without a lot of loss in 
the feed coax easily exceeds the dBW EIRP maximum.
