Yes, in time this will happen, but I expect the migration will be at 
least 5 years away from what I heard.

It seems this government doesn't seem to think Fire and Ambulance are 
high priorities for encryption. I got the impression they are in no 
hurry to complete the Police either.

Scanning as we know it is going to change dramatically. Lets continue to 
enjoy it whilst we can.

It's going to be a big change for the police too. They gain secure 
communications and not having to worry about eavesdropping criminal 
element. They loose a group of people who in some ways act as eyes and 
ears for them. Unfortunately they also gain the inherent digital delays 
in transmissions and the subsequent increased potential for collisions 
in their communications.

Lets hope it all works out ok for them.
