[TheList] Civil Defence

I haven't heard anything, however I'd be very surprised if they change, 
when I was doing CivDef stuff in the Waikato, I was under the impression 
that they wanted to stay analog for interoperability reasons.  CivDef 
only use it when somethings going on, although they did do weekly radio 
checks.
