It all depends on the area, some areas down south do use DMR on commercial networks.
Auckland use the ESB band so there won't be any DMR as the only digital mode allowed on the ESB band is P25.

Civil Defence doesn't use DMR, at least if they do, it only happened
very recently.
This sort of stuff is meant to be "in the clear" for obvious reasons.
Other services like Fire & Emergency, Police, Ambulance don't have DMR,
who are the lead agencies in incidents like this.
Everyone needs to be on the same page.
