During some extreme civil emergencies over the years there have been times
when the channel does not close.
The repeaters are doing 100 % duty cycle because as soon as one call is
answered or placed, the next one is aired hard in behind it.
Coms can get really busy during these events and even with MIPS in place
the radio traffic can be relentless.
I believe the new radio system being considered will help to address this.
