I don't live in Napier but my local fire frequency is linked with the
central North Island. I've never heard it this busy before. It's non-stop
radio traffic.

MIPS is Multiple Incident Procedures. I asked a question about that on here
earlier tonight. Procedure they use for clearing the air from non-essential
radio traffic. There's a document on it you can find with a Google search.
