The 4 repeaters on that frequency are some distance from Marton.

You may be better listening to the Fielding channel on 485.3000.

There could be several reasons for this.. It's unlikely to do with Hawkes Bay as that's not a frequency used over in that VTG (although in saying that, it's obviously possible to reprogram a repeater)

1. Your receiver may have issues, check it's receiving other frequencies or check with another receiver on the same coax line if you're using an external aerial.
2. There's a fault and they've switched it off and are using crossband.
3. Marton isn't exactly a huge city, they may have decided to remove the UHF repeater altogether (it's happened here in the Waikato) and are now only using crossband. IE, if there's only one or two
4. Scan around the ESC band, they may have been receiving intermod/co-channel interference and changed the frequency of the Marton repeater (that's happening in the Waikato too)

Just on that last option, if the local police tech has been planning this for awhile, they may have been slowly reprogramming local handhelds over some time to include a new UHF frequency that wasn't currently in the voting list. Once they're all done, it's just a case of reprogramming the repeater which is a job that takes about 30 seconds. The VTG for that area may only be 4 channels big, so having an extra unused frequency in the voting list isn't going to be an issue
