Unfortunately the ultimate aim of the Next Generation Critical Communications Project which will cover Police, FENZ and Ambulance nationwide (eventually) is PTT cellular and data.

How long that takes to achieve nationwide coverage remains to be seen, but it will be encrypted yes.

Yes, FENZ are in the planning stages of shifting to ES band and adopting a
digital platform although what it will be I'm not sure yet.
They are looking to standardize all appliance radios throughout the country
so that any appliance can work in any area and still have coms.
At the moment, if an appliance goes out of its area it can't communicate
with the coms centre.
Also, regions will be able to be broken down into smaller areas radio-wise
if needed, making operations easier when there are multiple incidents
occurring in the same region.
