Information about the device is thin on the ground but it appears the
system that KiwiRail has used in the older locos was made by a US company
called Pulse Electronics.
I have found a data sheet for the unit, which states that the
operating frequency
range is 450 to 480 MHz.
KiwiRail have quite a few channels licensed in this band.
I don't know how often the unit sends data packets. I doubt it transmits
continuously.
If I could get close to one while it is transmitting I could determine what
frequency it is on.
