Bob,

Radio scanning is THAT, using a radio and as a SCANNER.

Using the internet is not radio.

Personally, if you solely want to listen to the Police, you aren't a 
radio scanner operator, as is anyone who solely listens to the NZ Police.

I have no idea why someone would want to do this, maybe it is just me.
