[TheList] Pofung UV6 R Transceiver

-- I have just been given a Pofung UV6R Transceiver to program some fir and
Ambulance freqs into.  He has obviously bought it from China.  Can this
gear be just used as a scanner.  He just wants to listen tofire as he is
involved as part of his work
Can anyone help me with this
