I don't believe it has anything to do with repeater channels per-se. IGC
channels are generally simplex.
The Zones are simply meant to deconflict situations where there are
multiple operations that might occupy the same channel.
If you look at the channel-freq tables they're simply different frequencies
(generally).

It's possible there's a 'leaky coax' situation in addition, that's not
something i'm personally aware of.
