[TheList] new Fire portable frequencies

Its a national channel plan so that no matter where they go in the country
they'll be able to be used without reprogramming. The reason for Zone A B
and C in the UHF portables is that if appliances attend separate incidents
in relative proximity then they can use different zones and not have
interference with from the other staff at the other incidents.

Truck 121 and Truck 122 @ 123 Fake street use Zone A.
Truck 131 and Truck 132 @ 140 Fake street use Zone B
