[TheList] Bay of Plenty callsigns

I've only ever heard it on the Tauranga and Rotorua/Taupo channels.  
They've been like that for the last couple years, It's a little 
confusing really.  Given it's a few years and noone else in the North 
Island has done it, I assume it's just a local Inspector or higher level 
wanted a change.
