The early TETRA systems had some nasty bugs in software.

Tait NZ was at the mercy of a European software crowd it licensed it's 
software from.

They simply could not deliver the goods in time for the APEC conference 
and as a result it was dead in the water.

TETRA is big in Australia, Motorola has put in huge networks.
