Refers to technological status - all good is green. If computer or comms
systems or staffing level are causing problems then status will change.

Remember if anyone of the three CommCens are going to be out of action
for a period of time, then the command and control functions for that
dispatch area will be transferred to one of the other two CommCens.

Fire refer to it as MIPS where only essential traffic is passed by radio.
