I'd guess they have UHF and ESA in the front for driving, then the
same in the back. I thought they had some type of mobile repeater
in the vehicle too, so that will be two aerials, unless the repeater
has a duplexer in it. So that's 5 aerials (if not 6 for if not
using a duplexer) plus they'll have one or two cellular. Each RT
should have it's own transmitting antenna, unless you use a combiner
(but there's a lot of loss, and I understand they aren't cheap)

The reason for on the roof will be so they can get away with
quarterwave aerials, so aerials don't need to be as long. An
ESA-band quarterwave is still just under 1M long. Quarterwaves need
a groundplane to perform properly. To work out the length of a
quarterwave, the calculation is 75 divide the transmit frequency.

cellular, or the ones with the silvertubes under them are UHF
Elevated feeds. Looking at this image, if there is a repeater
in the vehicle, I'd say that given the black mopole is on that
extending thing, I'd say that's the repeater antenna and there
IS a duplexer in the vehicle. I doubt it's a fullsize
repeater, it's probably two mobiles linked together in the
rackmount cabinet that's mounted in the vehicle.
channels, the silver faces are either TM9100 or TM9400s which
are P25. AOS are known to be in the UHF band 2 (450 -
530MHz), which means they can have the analogue UHF channels
in them too.

The problem with an antenna farm like that, is there's very
little separation between transmitting aerials. This is
pretty important otherwise you can get RT desensitization
(where an RT transmits and there's two or more RTs close
together, potentially one or more may not get the transmission
