[TheList] Fire ground comms

Zone A Channel 1 is the default channel used at most scenes, nationwide.
They start adding the other channels at bigger calls.
Zone B is used when a second call occurs within range of Zone A, to
deconflict the radio channels.
Zone C is used in the same situation, or else often for training/event
operations, to keep clear of Zone's A and B which prioritise actual
callouts.

The dual-band radio (the yellow one) lives on UHF most of the time, unless
there's a need to operate VHF for the purposes of aircraft liaison or for
access to any of the other VHF channels that may be needed from time to
time.
