[TheList] Fire comms

Firecom won’t be announcing calls by default anymore, there is a whole lot
of paper work generated with the way brigades we’re requesting the call
info.  So to free up dispatchers, brigades are not requesting callout info,
and are using pagers and other tech options for callout info, and comms are
doing the same for response info.

You may still here a call on occasion, but by default you won’t here it
anymore.
