[TheList] Update on changes

Hi Team,

Last weekend was pretty damp so I learnt a lot about Mailman3 and 2...

You're welcome to signup and play with the Test list but please don't sign
up for "TheList" as this will be done automatically as part of the
migration process.

You can however review the archives which I have migrated into "TheList"

Existing list mods, I will be adding Mod access to the Test list to take a
look around and test etc.

I hope to be able to migrate TheList across over this coming weekend.
