The reason is because there was a planned icad outage, comms centers were using backup systems.

Same reason the msu's were down and everything was verbal only.

Old school pen and paper type operation.

Every brigade has their own pager RIC so never shared by other brigades

Usually happens when they're manually sending pager messages out - IE the InterCAD is down (or the message sending part is down)
