Heya Nick,

The duplicate RICs you're seeing are unlikely to be specifically for the
appliances, but for members of the service that need to be aware of events
happening in a large region, such as VSOs, RFOs, Area Managers, and the
like.

An example would be 2nd Alarm and Higher pages, which if memory serves me
correctly would also be paged to the on-call Civil Defence coordinator for
the region, just so they are aware of a potentially larger reaching
incident that could potentially require their input.

This is coming from ex-volunteer that got very hands on with the pager
programming process, however this was approximately 3 years ago and a lot
can change in that time so....take my input with grain of salt :)
