[TheList] Civil Defence Frequencies

Hey ya group 

With all the activity going on today - I decided I would get the scanner to listen to the programmed but never listened to Civil Defence frequencies in Auckland.

Question.. 

I am hearing digital pulsing which sounds like DMR, but I am hearing voice in the background on FM. 

Does anyone know what type of modulation this is, or are the FM-N?
When they stop transmitting, and I open the squelch up - I hear clean static, so I am not sure if its intermodulation, but it might be. 

Any ideas, any thoughts - what might I be doing wrong?
