MIPS is Multiple Incidents Procedures - basically all radio traffic is
reduced to bare minimum and priority messages only, and selcal. Allows the
Comcen to concentrate on dispatching etc.

Used to be common for the whole country to go to MIPS on Guy Fawks night,
for example.
