They can switch to analogue in the Vhf Hi band for the likes of Search and rescue and liaison with helo's. The old analogue network is in the Vhf Low band and the radios will not cover it. Only a few vehicles with the old analogue radios would be able to use the old channels. Theses would be the likes of Highway cars, stations on the boarder of the digital network and the Commercial vehicle safety team  to my knowledge. Digital only cars can not use the analogue network.
