He did mention just before that he was still hearing it.. Now that we know what you're trying to listen to, I can help to some degree with settings. 

For the vital/team talk networks - keep monitoring it the way you are, you can't do anything different with your scanner.

If the smartnet system is still going, you'll want to set your system to type2 800mhz, 
i-call to enabled (displayed IDs may be weird, but this allows you to monitor 'private calls') or disabled

End code should be No (I believe the other option means the scanner should end monitoring with squelch ending - if two users are talking then you'll stop following the group call as soon as someone releases the ptt) 

and set status bits probably to no. Status bits will change the displayed talkgroup ID to ID+status bit. So for an emergency group call. The group ID of 1000 would become 1002. See https://wiki.radioreference.com/index.php/Motorola_Type_II_Smartnet 

EDACS doesn't apply, this isn't an EDACS system. 

Control channel is asking for *drumroll* the control channel... If you're not aware of what that is, RSM t l Parker and chose the site you're trying to monitor... Add all of the 800meg freqs to a scan group and one of the frequencies will be making a lot of noise... That's your control channel. Be aware control channels can change automatically without warning (so if things suddenly stop working, it's likely the control channel changed and you'll need to re find it)

Also be aware that when all subscribers leave that site you're monitoring, you'll no longer hear their traffic - this is normal, intentional behaviour.
