If you are on the edge of reception, you could always get an LNA4ALL 
then connect it to the scanner via a 10db attenuator. They run off 5V 
and work extremely well for the price... Depending on the scanner model 
it may well have a built in attenuator - I know my 396T has a 20db one 
built in.
