I think we need to remember that Emergency Services should be allowed to do their jobs unimpeded.  While some would argue it keeps everyone honest, it also can be a bad thing, and why a lot of people go digital (and sometimes encrypted too) 

IE if ambulance attend a heart attack job that goes fatal, it's not really fair that the job is streamed to the internet and someone who knows a person at the address hears it and starts posting on social media that the patient has passed away.   Family then might decide to go to the hospital and demand to see the patient who may not even be at the mortuary yet.    There's a process that needs to be followed, and jumping the gun doesn't help anyone - this is one way to curb that.

Also take a commercial customer as another example.   Taxi company A who only use voice with telephone interconnect gets called to pick up at an address.  Taxi company B has a scanner/phone streaming taxi company As voice channel hears this and goes to the address to try beat the other company to the fare.  

Going digital stopped this until Uniden came out with DMR capability.  Now a lot of people are choosing to go encrypted as well.   Remember when doing a MOTOTRBO codeplug, for example, adding encryption adds about 10 seconds to my job when setting up a master codeplug. 

I think that not allowing rebroadcasting is actually a good thing, sure it inconveniences our hobby, but the people who have the license to these channels don't care - we aren't the intended recipient.
