If they catch the guy there are various charges he could face including
criminal nuisance, interfering with a communications service and probably
a few others. The max penalty for criminal nuisance is a year in the county
lock-up and/or a fine of $2000 off memory.
As Richard states, radios like the Baofeng and the Wouxun can easily
transmit on the police VHF and UHF channels, and if the dick-wad that's
doing it strikes the repeater input frequency then he could be just about
anywhere and hold them to ransom until RSM can track him down.
Police coms techs probably could do it, but I don't know if they have the
RDF gear like RSM has.
RDF isn't exactly one of their core functions as it is for RSM.
With the ease of getting hold of cheap radios the way you can now, it seems
difficult if not impossible to stop people from getting their hands
on gear that can program up on these frequencies. Heck, the police can't
even stop the tide of illegal weapons from coming into the country
so trying to stop little amateur radios from coming in seems out of the
question.
