It's physically possible, (just turn Tx off in CHIRP) but be aware that these have just been declared a Prohibited Item by RSM. $250 fine for the "...installation, use, offers of sale, sale, distribution, manufacture, or importation..." of them unless you are an authorised person (ham, basically) and my understanding is that the Act or Regulations deem you to have used it if you possess it. Depending on how the interpret "installation", you could possibly be on the hook as the programmer.
