Zone C does have repeater channels too. The radios have the same standard channels throughout the country. Each zone has 4 blank channels to accommodate local/regional variations. Ch 8 and 9 are the underground repeater used in auckland
Ch 8 (Underground 1) used for operations
Ch 9 (Underground 2) used for command

Zones A and B have repeater channels included.
Zone C is simplex only.
Britomart Train Station for example has a local repeater for underground working.
There are 4 short (UHF) vertical whip antennae mounted on one of the exit towers.
I suspect the zone frequencies would be specific to the area - for example CHCH doesn't have an underground railway station so it wouldn't have the same repeater channels that Auckland does in that zone.
It would be interesting to compare the frequency tables between the centres.
