Having encryption doesn't mean they have the same encryption as any other
user.
Liaison channels are unencrypted, I believe.

Having encryption also requires a key management schema and other technical
overheads that they may decide are unnecessary. Thus the uptake of
non-encrypted versions of P25, etc.
