[TheList] Fire pagers

I understand that NZFS will own the pager network, and Spark will
manage/operate it for them, including managing 3rd parties that wish to use
the paging systems.

A number of 3rd parties (mostly previous/existing paging clients) have
re-signed into the new arrangements.
