[TheList] CD usage

The amateur operators group AREC should be involved in all emergency
situations as that is the primary function, but reports suggest this is not
always the case.
As an amateur license holder I have considered joining AREC but have too
much on my plate already.
Is anyone else here an AREC member that could comment?
