I would be surprised if Dunedin is not using the ES Band like the rest of
the country for Civil Defence/Emergency Management. Rptr. Outputs are
between 141.0125 (ESB1) and ESB200 143.50000. A search of the RSM Spectrum
On Line 'database' will show what channels and repeater sites are allocated,
plus the ESX 'simplex' freqs. Between 140.5125 and 143.98750 for local
coverage for 'recon. Teams' - Welfare Centres etc.
Most Cities throughout the country run an annual CDEM exercise to test their
comms. etc - so you don't have to wait for another 'declared emergency'.

Fulton Hogan use the Fleet link network if you search between 414.0 & 420.0
you may be lucky enough to pick up the odd conversation between them but
there a hundreds of other users too.

As for civil Defence best to monitor Amateur radio frequencies around
Dunedin or the district CD repeater 149.8500.
