In Freescan use the volume adjust setting to +3 for fire and –3 for the ambo
I have set all channels in my scanner to +3 volume adjust as it was too quiet at volume
level 14 in a moving car.
It now has good volume levels.+3 makes a noticeable difference in speaker levels.
Fire and Ambo should FM, i would not use NFM as volume could be reduced.

Fire should be on FM-N. If they sound quiet you may have your radio set to wide rather than narrow like it should be.
Apparently the 396XT has the ability to store volume offsets - this might be cause your problem if incorrectly set - or you might be able to use it to remedy your problem.
I'm not familiar with how to drive this radio but I'm sure someone here will be.

So I assume Fire are on fm-w?

Hi Sam,
You need to match your FM-W / FM-N setting to the transmission.
If you listen to a narrow band transmission with your radio set to FM-W then it will sound quiet. Also if you listen to a wide band transmission with your radio set to FM-N it will sound loud/distorted.

Sorry I think I have asked for this before, I am having issues with Auckland Fire being rather quiet on the mentioned scanner but ambo are rather loud. I have looked online but had no luck in finding info in regards to this.
Is anyone able to help, I have an external aerial which is more tuned for ambo freq but does pick up fire.
Cheers
Sam
