A good answer.

It could also be massive interference from the new modem, some brands and
models are notoriously noisy and could be blocking your reception some bands
particularly if you are not using an external antenna.
Try turning the modem off and see what happens.

With no knowledge of that specific scanner, it's common for the radio to
switch between different front end circuitry, often using PIN diodes.
Faults, usually dead front end transistors or PIN diodes, will make the
radio considerably deaf on the related band.

The manual indicates that your radio has 12 different bands. Perhaps you
could investigate whether the deafness is related to particular bands.
