Just a bit of a WAG (Wild A??sed Guess). Comms have pressed the buttons for
the channels but have not pressed the 'link together' button. (Insert
software equivalent because the gear is computer driven)

On the console, the channel buttons and link together buttons are seperate
enitities, used to hear that a lot up here as well till the operator was
advised what was going on.

Gets really interesting when the link together buttons are pressed on
several consoles.
