If it's licence is hidden from view, then it's obviously either 
military, police, fire or ambulance.

Simple, I doubt it's military, Police on ESB should be encrypted P25, so 
it's Fire (they have ESB portables in a number of areas) or Ambulance 
(they get very casual those St Johns volunteers).
