[TheList] Music over the Police/Fire channel

Hi Guys,
For about the last 5 or so minutes, there has been some clown playing piano music over 75.350MHz.
It interrupted the turn-out of Ashburton 621 and 627 to a house fire.
What I'd like to know is where did an idiot like this get the gear to transmit on this frequency?
Causing this sort of interference to a Life Safety channel, is probably about one of the worst radio offences one can commit, under the Radio Communications Act 1989.
Sure we used to have the odd person back in the late 80's/early 90's used to block the odd CB channel with music or some other crap, but that is totally different, police or fire staff depend on communications for their own safety and the safety of the public.

This is just rediculous.
