[TheList] Police in Auckland

Right now, 09:40 Thursday12th August, I can hear test transmissions on the new P25 Police network.
These have, of course, been going on for quite a long time now. Today and yesterday though, I find that some of the transmissions are in the clear. Sometimes, one side of the conversation is in the clear whilst the other is encrypted. And sometimes you hear a second or two in the clear before it 'goes green'.
