[TheList] enrypted radio reduces help from non criminal listeners?

None of these reports are backed up by evidence of  the apprehended 
parties having scanners or being in posession of scanners while 
allegedly commiting the crime........its called Justification to the 
Public and SPIN. Anyone can manipulate statistics and Government 
departments are the best at it.
