Don't they go to amber or such like if they have systems failures or such
like , I'm sure I've heard on here before of one of the comm. Centres going
amber or sumfing when the work load was high and they had a power failure or
such like

When you go into the North Comms building there's a sign on the wall in 
the lobby telling the current threat level. I've only been there once 
about a year ago (for a fire comms job interview) but I *think* it meant 
the threat to the building, and I *think* it said amber.

Maybe that's what it refers to ?
