Because it's part of his uniform and he is required to wear it at all times
on frontline duty. 

It's a bit like seatbelts - no point in only wearing them when you expect to
be in a crash. Bad stuff happens without warning and real quick.

..the question I have is, why would a Police Car complete with Policeman
dedicated to the Rally and have stickers on the car, why would the policeman
need a stab vest on???
